Proprio per il fatto che manchino pochi giorni al voto desideriamo ricordare a tutti l’importanza della scelta di un leader politico secondo la propria idea logicamente. Vogliamo ricordare che proprio dalle nostre scelte politiche avremo nei prossimi cinque anni dei rappresentanti che possano governare in modo consono alle nostre aspettative oppure meno. Inutile lamentarsi quando magari non si è andati a votare, oppure non ci si è informati bene sui vari programmi che i politici espongono. Desideriamo ricordare l’importanza del voto in un momento in cui la tendenza alla scheda bianca è divenuta davvero preoccupante. La scheda bianca è divenuta numericamente un piccolo partito, un gruppo talmente grande da “far gola” ai leader politici tanto che se riuscissero a far presa sugli insoddisfatti della “scheda bianca” magari riuscirebbero a vincere le elezioni. Oggi la popolazione si interessa sempre meno riguardo alla politica, in particolar modo le giovani generazioni: perché? I fattori possono essere molteplici, uno a mia opinione è in atto da anni un pericoloso tentativo di sminuire il voto, tolto il quale un domani inizierebbe un preludio alla dittatura; un secondo motivo a mio parere è il fatto di molti cittadini di essere stanchi della politica condotta nel modo in cui oggi la conosciamo. Primo fattore fra tutti a fare odiare la politica forse sono i numerosi scandali che nel tempo si sono avvicendati e la tendenza della politica stessa ad essere mutata nel tempo in una vera e propria remuneratissima occupazione, per la quale talvolta non esiste più spazio per il servizio alla società o almeno ai propri elettori ma esiste solamente il servizio a se stessi ed al proprio conto in banca, tralasciando talvolta i desideri dei propri elettori ed il benessere della stessa società oltre che il benessere dello stesso stato, dopotutto oggi come oggi mettersi in politica è diventato un grande buisness che potrebbe terminare solamente quando lo stato dovesse collassare quindi non essere più in grado di erogare i remuneratissimi benefit, pensioni, stipendi della “casta” oltre che le numerose indennità. Possiamo dire che la “malattia” da mancata fiducia nella politica, sia tipica delle democrazie ed in effetti non esiste democrazia occidentale che oggi non soffra di questo male. Prima di tutto vorrei ricordare che il voto non è più un obbligo come lo era un tempo ma un diritto e come tale degno di essere rispettato dato che i diritti in genere sono sempre guadagnati, la democrazia in Italia è costata sangue e sacrifici da parte di chi ci ha preceduto. Il diritto di voto è quel “pilastro” assolutamente democratico offerto al cittadino in grado di dare la possibilità di manifestare la propria volontà durante un’elezione e quindi di scegliere i propri rappresentanti e di cambiare le cose. In molti Stati del mondo ancora oggi il diritto di voto non esiste, in altri stati quelli maggiormente evoluti e democratici è un diritto costituzionale. Ricordiamoci che prima di essere un diritto per tutti il voto fu nientemeno che limitato per censo o per cultura. Nel 1861 ad esempio questo importante baluardo di libertà fu prerogativa solamente dei cittadini di sesso maschile dai 25 anni in su ma solamente di condizione sociale elevata. Nel 1881 il Parlamento italiano decise di estendere il voto a tutta la media borghesia che avesse compiuto i 21 anni. In tempi più moderni ovvero nel 1912 su proposta di Giolitti il Parlamento approvò l’estensione del voto a tutti quei cittadini sempre di sesso maschile che avessero compiuto 21 anni ma che avessero superato con un esito buono gli esami scolastici elementari, inoltre venne esteso a tutti i cittadini italiani di età superiore ai 30 anni indipendentemente dall’istruzione ottenuta. Il cosiddetto suffragio universale invece venne introdotto in seguito con la legge n. 1985/1918 che decretò il diritto al voto a tutti i cittadini che avessero compiuto i 21 anni ed a quelli che avessero compiuto i 18 ma che avessero svolto gli obblighi militari durante il primo conflitto mondiale. Il 1945 fu una vera e propria svolta per il voto in Italia, il 45 fu l’anno che portò la donna alle urne. La Costituzione della repubblica italiana oggi stabilisce che il voto sia strettamente personale, oltre che segreto, libero, e sia è un dovere civico. Nei recenti anni 90 il voto subì ancora delle modifiche e venne esteso a tutti i cittadini che avessero compiuto i 18 anni (per la camera) e 21 (per il senato). Sempre negli anni 90 l’obbligo di recarsi alle urne e le ripercussioni giuridiche sul mancato voto cessarono in seguito all’abrogazione del dpr. n 361 del 30 marzo 1957, modifica che avvenne nel 1993. Spero che questa breve storia del diritto di voto in Italia possa aiutare qualcuno ad andare a votare e capire quanto il voto sia comunque il solo diritto democratico in grado di fare in modo che le cose cambino. Perso il diritto al voto sarà un “gioco da ragazzi” instaurare una dittatura pertanto chiunque amasse la democrazia e la libertà sarebbe opportuno si recasse alle urne come si addice ad un buon cittadino rispettoso del sangue versato per la nazione, per la democrazia e per la libertà cui oggi usufruiamo a tal punto da non capirne più nemmeno l’importanza.
